1 Policy Process Research Paper Directive: Students will complete an 8-10 page research paper on their policy topic summarizing one of the stages of the policy process: problem definition, agenda setting, policy formulation, policy legitimation, policy implementation, or policy evaluation. This will not be writen as a memorandum but as a classic research paper. The student must utilize 20 research-based sources within their writing that involve evaluating, synthesizing, and documenting information. These research sources should assist students in providing support to their claims. Students will do two drafts. The first will be submitted to SmarThinking. Students will then revise the paper and then submit the final draft, along with the SmartThinking reviewed draft, to the instructor in Canvas Guiding Questions: Suggested questions to answer at each stage (you only need to consider the questions of the stage you are writing about and not all questions may be relevant to your topic Do not use the questions as paper headings) Problem Definition: 1.
