COUNTERTERRORISM AND DHS INTEGRATION AND REFLECTION
General Concept for the SLP Assignments:
Scenario:
. The intent of SLPS 2-4 is for you to implement preparedness and security concepts to a scenario
involving a terrorist plot at a major sports venue in the United States.
• Each module's Session Long Project builds upon the other, so you will add the modular sections within
one document like chapters in a book.
You will prepare a "plan" to address your selected venue's characteristics and capabilities (e.g.,
Madison Square Garden in New York City or Fenway Park in Boston or Churchill Downs in Louisville,
etc.).
Follow the general scenario and additional information and updates provided in each Module.
⚫ For the SLP assignment, assume you are the Emergency Manager (EM) in the city where your chosen
venue is located.
The Terrorist Plot:
• Intelligence agencies have intercepted (from a credible source) a terrorist organization's
communication regarding a coordinated plan to use improvised explosive devices (IEDs) at a major
American sports venue while an event is underway.
• Three to five suicide bombers intend to position themselves around the arena. They will detonate their
bombs to cause panic and a chaotic evacuation of the arena.
• One or two large vehicle bombs (LVB) will be detonated in a parking facility near the venue.
• Finally, expecting mass casualties, the terrorists will detonate an additional series of devices in the
lobby of the nearest hospital emergency room (ER).
Timeline: Based on recent threat-based intelligence assessments, there is an almost certain probability the attack will
occur two weeks to a month from today's date.

Planning Considerations:
Key Implications: Casualties (about 100 fatalities and 500 serious injuries) will result at all incident sites and will
include civilians, emergency personnel, and the suicide bombers. The LVB detonations in the parking facility will result in
the largest number of fatalities and injuries.
NOTE: Life in the city will not be disrupted and all planned public events are not to be cancelled at this time.
Requirements for the Module 4 SLP Assignment:
INTELLIGENCE UPDATE: Based on recent threat-based intelligence assessments, there is an almost certain
probability the attack will occur two to four weeks from today's date.
The Governor has scheduled a meeting to receive a full report from you as to preparations for the predicted terrorist
attack.
1. Prepare a PowerPoint presentation for the Governor, to address the following issues at
a minimum:
a. Identify the agencies involved (local, state, and federal) and their roles.
b. Specifically identify how the National Guard is involved.
c. Summarize key operational aspects of the preparedness/security plan.
d. Identify any planning concerns or shortcomings the Governor should be
aware of (e.g., training needs, resource shortages, etc.).
e. Detail how you plan on telling the public about the threat.
2. On your last PowerPoint Slide, address the following: Assuming a suicide bomber
successfully infiltrated the hospital and detonated an IED, what local agencies would
respond? Which agency would assume Incident Command? What Federal agencies

SLP Assignment Expectations
• A Title/Cover slide
•
At least one substantive slide for each of the major issues being briefed to the Governor, as detailed in
the SLP assignment instructions.
• Include source citations on slides containing quotations and very specific information
• Conclusion slide
• Include a Reference Slide if any sources are cited in the substantive slides. If there are no source
citations in the substantive slides, a Reference Slide is optional.
