5. A cylindrical tool-steel (see figure below) specimen that is 25-in. long and 0.6-in. diameter rotates as a cantilever beam and is to be designed so that failure never occurs. (a) If the maximum tensile and compressive stresses are equal, determine the maximum load that can be applied to the end of the beam. (b) In addition if it is subjected to an axial tensile load of 10,000 lb, determine the maximum end load.
