The Valley City Homeless Shelter is at capacity and cannot handle the whole city's homeless population. Furthermore, the city is in the grip of an economic downturn, with bankruptcy imminent, and has implemented layoffs in the police and fire services. For the first two hours of the crisis, the Valley City Fire Department was taken off guard by the extent of the damage to the city's water supply resulting from the explosion. The Fire and Police agencies struggled to coordinate radio communications, and establishing a clear chain of command at the scene took much too long.
