The article highlights the re-introduction of a bill by 112th Congress by Sen. Charles E. Grassley, R-lowa and Rep. F. James Sensenbrenner Jr., R-Wis. The bill is re-introduced for the fourth time. The bill would form an inspector general, who would conduct investigations to check for any alleged misconduct by the federal judges under the Judicial conduct and Disability act of 1980. The chief justice of the supreme court would have the power to appoint inspector general for a duration of four years. However, the Senate bill grants, inspector general, the permission to conduct investigations against all the courts unlike house bill which excludes supreme court, granting permission for federal and appellate courts. According to Charles E. Grassley and Sensenbrenner, passing this bill will ensure public faith on federal judges. The study committee of disability act and judicial conduct released a report, concluding that the chief circuit judges have implemented the act properly because the act is based on the area of major complaints. The committee also discovered that the percentage of the failure to process the complaints was only 2-3%, which is acceptable to a great extent. On the other hand, the New York State Bar and the Federal Bar association are still monitoring the impact of the bill. The article ends up with the statements of Rieman, a spokesperson of the Sensenbrenner, who expresses the need for having congressional oversight by citing the case of two federal judges, Judge G. Thomas and Judge Samuel Kent. Judge Thomas was approved with the charges of bribery and perjury while Judge Kent lied in a sex-abuse investigation due to which he was sentenced to 33 months imprisonment. The issue definitely pushes the governmental separation of power that are in place. It is so because the inspector generals detect frauds, abuse in the federal agencies (About the Office of Inspector General, n.d.). Hence, they limit the abuse in the federal powers and ensure their decision is fair. This power of inspector general also prevents Federal judges from being an unchecked power, balancing federal branch. Moreover, they have power to suggest changes in the Federal laws (About the Office of Inspector General, n.d.). Apart from this, The Office of Inspector General also conduct independent audits to check the proper functioning of Department of Education (ED) and can give recommendations to ED based on their investigations (About the Office of Inspector General, n.d.). The strategic plan also highlights three special goals of OIGs, which are to fight against fraud, waste and abuse; promoting equality and safety in HHS programs; and achieve excellence (Strategic Plan, n.d.).
